Program Enables Government Agencies to Improve Energy Efficiency and Reduce Energy Costs

WASHINGTON — The Department of Energy's Office of Energy Efficiency and Renewable Energy today announced selection of Clark Realty Builders, L.L.C., d/b/a Clark Energy Group, as one of sixteen qualified energy service companies (ESCOs) selected through a competitive process for an indefinite delivery, indefinite quantity (IDIQ) Super Energy Savings Performance Contract (Super ESPC), a contracting vehicle that allows federal agencies to accomplish energy projects for their facilities without depending on special appropriations to pay for the improvements. The award could result in up to $80 billion in energy efficiency, renewable energy, and water efficiency projects at federally-owned buildings and facilities.

"The federal government is the largest single user of energy in the United States," said Bryon Krug, director of Clark Energy Group. An ESPC project is a partnership between a government organization and an ESCO. The ESCO conducts a comprehensive energy audit and identifies improvements that will save energy and reduce utility bills at the facility. The ESCO designs and constructs a project that meets the agency's needs and arranges financing to pay for it. The ESCO guarantees that installed energy efficiency measures will result in a specified level of cost savings to the federal customer, which will be sufficient to pay the ESCO for the project.

The agency uses the guaranteed cost savings to pay for building improvements over the life of the contract. After the contract ends, all additional cost savings accrue to the agency.

Under the Super ESPC program, indefinite-delivery, indefinite-quantity (IDIQ) prime contracts establish the general scope of work, terms, and conditions for firm-fixed-price delivery orders for performance-based energy projects at federal agency sites. Agencies implement ESPC projects by issuing delivery orders (DOs) under the prime Super ESPCs.

To respond to follow-on delivery orders, Clark Energy Group has teamed with ARUP North America Limited, a world-class design and engineering firm; The EnergySolve Companies (including EnergySolve LLC, EnergySolve Demand Response LLC, and Nxegen LLC), an ESCO with special expertise in measurement and verification, commissioning, and advanced metering systems; Princeton Energy Systems, Inc., a renewable energy specialist; and Rocky Mountain Institute, an entrepreneurial non-profit dedicated to sustainability research and consulting.

Firms were evaluated based on demonstrated capabilities to manage the development and implementation of multiple ESPC projects over a large geographic area. They were also evaluated on their technical approach and price for one or more site-specific projects defined in DOE's requests for proposals. The award underscores Clark's capabilities to provide services that saved energy or reduced utility costs.
